P14-T5: Stabilize broker Unix-socket permission test against path-length limits

Description

Stabilize the broker Unix-socket permissions regression test on macOS by forcing that test to use a short /tmp socket path, avoiding AF_UNIX path too long failures from deep pytest temp directories.

Also adds/archives full FLOW artifacts for P14-T5 (plan, validation, review, archive index updates).
