CompatHelper: bump compat for JSON to 1 for package JuliaBUGS, (keep existing compat)

This pull request changes the compat entry for the JSON package from 0.21 to 0.21, 1 for package JuliaBUGS.
This keeps the compat entries for earlier versions.
