What's Changed

• Revise configbuilder childname generator to generate one name per locality to fix leakage in xds priority-lb by @erenboz in #1, i.e. fixes connection explosion and associated memory usage issues both in client and server. See grpc#8531 for original PR and issue discussion.

We agreed to maintain our patched fork until maintainers find a way to more generic fix for all sort of leaks it in upstream.
