Update for HITRAN2024 new quanta and for TIPS2024

This update uses TIPS 2024 for partition functions, adds some species that are new in HITRAN2024, and changes some print and store options so that maps are printed in a sorted manner - or should be.

@olemke , I think we should do something about this data - moving it out of the main branch - when it needs to be updated next time.

Edit: Maybe even now? Because a million lines up and down is quite a lot.

Would make sense to move them out. Do you reckon we should put them in arts-cat-data, even though they're not needed by users at runtime? But probably better to wait until we have versioning support implemented for downloading the testdata since this could then use the same mechanism.

Yeah, arts-cat-data would be a good place to place it. It is required for compilation though, so there's a few extra steps that need to happen.
