New Bzlmod migration tool documentation - Adds comprehensive 730-line guide for the automated migration script that helps users transition from WORKSPACE to Bzlmod (commit 577b705)
Client-authored cleanup - Removes outdated documentation files that were cleaned up in upstream by our client alan707 (commit e7df357):
Navigation updates - Updated docs.json to add external/migration_tool link
