Update Bzlmod lockfile for aspect_rules_js 2.8.0

The module version was bumped to 2.8.0 in MODULE.bazel but MODULE.bazel.lock still locks aspect_rules_js to 2.7.0. Bazel’s module system refuses to build when the lock file is out of sync (bazel mod tidy is required), so the current commit will cause builds to fail until the lock is regenerated. Please update the lock file in the same commit.
