Adds support for server-side filtering.
### TL;DR

Added a CHANGELOG.md file to track project changes.

### What changed?

Created a new CHANGELOG.md file that documents recent features and changes to the project, specifically focusing on data-table-filter component updates. The changelog includes:

- Server-side filtering implementation (#53)
- Component decoupling (#47)
