Add Romania (RO) exchange: Abarai

This PR adds Romania under the Europe section of exchanges and lists Abarai (https://abarai.ro).

• Maintains alphabetical order (between Poland and Ukraine)
• Uses existing HTML structure and style
• RO.svg flag already exists in /img/flags

Please let me know if further adjustments are needed.
