Add "Open Asset in Cloud" Feature with Project-Based Enablement

PR Overview

This PR introduces the "Open Asset in Cloud" feature, replacing the previous schedule and asset type badges with a globe icon button in the asset header.

• The button is conditionally enabled: it becomes active only when a projectName is configured in the extension settings.
• If not configured, a tooltip prompts the user to set the project name.
• Once the project name is set, the panel auto-refreshes and enables the button to open the asset directly in Bruin Cloud.
