Missed this in #209. Should trim the list of dependencies considered
(and avoid the Dependabot warnings about 3.8 in PRs like #238).

Looks like protobuf is up-to-date now, so this is no longer needed.

Oops, did not notice that pipenv lock bumped the version in f61e039#diff-a86c67a0a29ed0e95909b9b7c420140f302d17399ee6dcce4e1a51a14d27fd51R181 (#240). All good.
