Immich: Pin version to 2.2.3

That's right. Merging this now would do nothing besides prevent people from 2.2.2 and below from being able to update to 2.2.2.

Once 2.2.3 is officially released, and I've gone over the release notes and changelog, and determined that there are no changes needed to the scripts, then it will go live.

Unfortunately it doesn't appear this addresses the piss-poor OCR performance with OpenVINO:

It barely uses the GPU at all, and there also might be an issue with a memory leak.
