Refactor loop creation in task backend.

• The schedule and scan loop controls are almost identical (except for the log messages), better to reuse the template.
• I'm planning to split the cloud instance creation and deletion loops, and this method makes it more convenient.
• Note: Future.microtask is semantically the same as the Completer + scheduleMicrotask + finally {...complete()} sequence we had.
