Update CI/CD

The current state of the project's CI doesn't build after changing the project name and also uses a deprecated Rust toolchain install action.

Changelist

• Cache Rust builds
• Switch Rust toolchain install to dtolnay/rust-toolchain
• Update Rust-cross builds to use dedicated action (houseabsolute/actions-rust-cross)
• Pull crate name from Cargo.toml for use in Rust-cross compilation instead of hardcoding it
• Do not specify rust-toolchain file, builds error with it
