Summary: This diff bumps the spark version to 4.0.2 Still seeing some occasional CI failures for the archived spark URI. Perhaps some form of rate limiting. See the attached task for more info. Also add download gate to graalvm, since rerunning this installer with -f creates multiple copies despite always using the first. Similarly, use rsync to recopy the files that change instead of skipping this step on a re-install. Differential Revision: D94253185
