I added the docker-compose in the project to run in my machine.

I changed the thumbor.conf variable ALLOW_UNSAFE_URL to use the environment variable and with default value as False.
[Fix]
Thumbor works only in python 2.7. I created a file called
runtime.txtto force Heroku use python 2.7.13.
