chore(docs): update devservices command to exclude-local snuba in getsentry

As per devservices up --help, it now uses --exclude-local instead of --exclude. Also, fixed one case that was missed in #6881.

$ devservices up --help
usage: devservices [-h] [--version] COMMAND ... up [-h] [--debug] [--mode MODE] [--exclude-local] [service_name]

positional arguments:
  service_name     Name of the service to bring up

options:
  -h, --help       show this help message and exit
  --debug          Enable debug mode
  --mode MODE      Mode to use for the service
  --exclude-local  Exclude dependencies with local runtime from being started
