I've changed the milestone to 3.11. If this is priority, then someone should be identified who will have bandwidth to:

• Rebase, addressing conflicts.
• Complete the PR checklist.

If not (i.e. if every capable person is occupied with tasks that are designated as higher priority), then we can remove the milestone until that changes.
