Issue: #501

  • Applies timezone offset so that test dtstart times are set to 9/2/1997, 9:00:00 AM for America/New_York

You can verify with:

new Date(Date.UTC(1997, 8, 2, 13, 0, 0)).toLocaleString('en-US', { timeZone: 'America/New_York' })
