Releasing the latest on main to put a pin in the history. No one (afaik) ever used this repository, but future releases should displace the copy/🍝 happening across the minutes/meetings repo, so we can actually benefit from the code we build... 😩

v0.4.0 is a small refactoring and dependency upgrade focused release all done in a single commit (...apologies...).

"Downstream" minutes/meetings repositories mostly continued to (...and continue to) use their forks, so while this was meant to be an official release, it's unclear that it was ever used elsewhere.

Scrawl was originally developed within various scribe-tool/ directories in several different W3C WG or CG minutes/meetings repository.

This commit brought in the "v0.3.0" code from...somewhere... Sadly, other repos continued to develop their copies of "0.3.0", so the moniker is meaningless as its meaning isn't consistent across uses/installations/copies. However...it's where this repo's life started...so here we are.
