This pull request refactors the
NoPendingMigrationsevent class to extend the existingMigrationsEventabstract class. This change reduces code duplication and aligns theNoPendingMigrationsevent with other migration-related events, such asMigrationsStartedandMigrationsEnded, which also extendMigrationsEvent.
