Code Review

This pull request adds a CGO_ENABLED build argument to dev.Dockerfile to allow for more flexible development builds. However, the new argument is declared but not actually used in the build process, making the change ineffective as is. My review points out this issue and suggests providing a default value for the argument, while also explaining that it needs to be passed to the make commands to have an effect on the Go build.

Set ARG CGO_ENABLED=1, rebased, and force-pushed.

I still don't agree with #1142 (comment).
