Fix "Segmentation fault (core dumped)" when using xdebug container by update to stable version

Description

Update the xdebug versions to fix the Segmentation fault when using the PHP command.

Manual testing scenarios

1. docker exec -it magento2_fpm_xdebug_1 bash
2. php -i
3. bin/magento

We've been experiencing critical issues with xdebug-3.3.0 in the php:8.3-fpm image, leading to segmentation faults during standard operations.

I’ve also tested this fix on top of magento-cloud-docker-php:8.3-fpm-1.4.2, and it works perfectly. Thanks for the PR!
