Update Sample Server Build & PRM Resource

1. Update the sample MCP server Docker build flow.
2. Update the PRM resource to use the domain URL in compliance with the OAuth specification.

I like this. I believe latest GA breaks on current image version. Can't wait for this to be pushed up the registry
