Waited on this one a while to get other wgpu fixes in. We'll want to ensure this gets coverage across platforms.

That won't actually test the GPU execution, just the compilation, as we don't have GPU-enabled runners afaik.

The changes are fine for Windows, but cargo got stuck while updating the Cargo.lock file. Running cargo update gpu-allocator should be enough to solve it. We can try running cargo update to update the entire Cargo.lock, but there will be a lot of changes in Cargo.lock if we do that.
