CompatHelper: bump compat for OptimizationBase to 4, (keep existing compat)

This pull request changes the compat entry for the OptimizationBase package from 0.0.5, 1, 2, 3 to 0.0.5, 1, 2, 3, 4.
This keeps the compat entries for earlier versions.
