This PR relocated the cmake examples folder to prevent build issues when using colcon

Hi @mmmarinho,

This PR removes the folders cpp_cmake_example_qpoases_lib and cpp_cmake_example_dqrobotics from ros2_tutorial_workspace. The former is now in a new directory (cmake_tutorial_workspace), and the latter was deleted since it is no longer used.

Hopefully, this solves the colcon compilation problem. The tests failed :(

Could you please add a COLCON_IGNORE file in the particular folder?

If you do not want to build a specific package place an empty file named COLCON_IGNORE in the directory and it will not be indexed.
