feat: add kubeadm control-plane provider

Major differences between RKE2 control plane vs kubeadm controlplane

• RKE2 has:
  • manifestsConfigMapReference
  • etcd's backup config - retention and scheduleChron
  • disableComponents - kubernetes(?) and pluginComponents (strictly rke2 related)
  • cni settings

I can't find corresponding settings in kubeadm.
CNI has to be installed manually in postKubeadmCommands
