Description
This PR adds me as a code owner for the health check extension and marks it as alpha stability. Component status reporting support is being added to the extension as part of #42256.
The extension was previously beta before it was marked as unmaintained, but given the v2 transition, I'd prefer more leeway to make breaking changes and want to classify it as alpha. If we think beta is more appropriate, I can mark it as that instead.
