can you update this comment to note that this labels field is not strictly limited to the labels that the location was started with, and that it may contain dynamic information inserted by the containerz server on every ListContainer RPC (e.g. the com.google.containerz.location.actual and com.google.containerz.location.reason values which can change over time).
