fix: removed unused task code

Description

I removed unused code from cms/djangoapps/contentstore/tasks.py.
I searched function reference across the entire edx-platform codebase but did not find any usages.
However, I am not fully certain whether these functions might be referenced from external repositories or plugins outside of edx-platform.

Please review and confirm whether these functions can be safely removed.
