Add documentation for the new "partitioned" cookie option introduced in PHP 8.5.0 (CHIPS support). Updates include: - Added "partitioned" to the list of supported cookie options in setcookie() and setrawcookie() functions - Documented the new session.cookie_partitioned INI directive with description of CHIPS functionality - Added changelog entries for PHP 8.5.0 in affected function documentation - Updated session cookie parameter function references to include the new partitioned option

The <para> element wrapping the <informaltable> is unnecessary as the table element can be a direct child of the changelog section. This simplifies the XML structure without changing the rendered output.
The informaltable element doesn't require a wrapping para tag. Removing it simplifies the XML structure without changing the rendered documentation.
Corrected inconsistent indentation in the changelog informaltable element to maintain proper XML formatting and readability.
Corrected indentation of closing informaltable tag to match surrounding XML formatting conventions.
