The workflow was failing during bundle install because the secret
PUPPET_FORGE_TOKEN wasn't passed:
/opt/hostedtoolcache/Ruby/3.1.7/x64/bin/bundle lock
Fetching source index from https://rubygems-puppetcore.puppet.com/
