Format and lint code via ruff

• Format code using ruff format and ruff check.
• Enable GitHub actions for ruff.
• Remove dev-requirements.in as pip-compile produces files with conflicting dependencies (and old versions at that). See build https://github.com/pyauth/python-pkcs11/actions/runs/11091106916.

Note that the two commits labeled [automatic] have only automatic code changes from ruff and thus should be fine. So you might want to remove those two commits from comparing.
