"SET IMP NCP" will switch the IMP device to NCP mode. In this mode, messages will be sent to a UDP port where an IMP emulator is expected to handle the network, and send messages back. The "ATTACH IMP" command takes a parameter <local port>:<remote host>:<remote port>.
