Fix issue #323.
Ubuntu Bionic and later bundles ansible 2.5 or later that is newer than ceph-ansible (stable-3.0/3.1 branch) requirement, and we need an extra care. So, resolve this issue by detecting and explicitly specifying desired ansible package version.
