canceling this, this partly addresses the issue, but a bigger issue potentially addressed by #294 needs to be fixed before these retries are very effective. |

uptime.com has very aggressive API rate limits, we find ourselves hitting these quite often, which leads to interesting behavior from the controller. This intends to help with this by adding back offs and retries for this service.
