Implement test runner for new consensus-spec test format for EIP-8016 CompatibleUnion. New tests will automatically be picked up once they become available. - ethereum/consensus-specs#4581

consensus-specs was updated to include these additional test vectors, so we'll have to either get this in prior to the next consensus-spec-tests release (with the dependencies), or provide an alternative that skips the new tests. |
