Allow default file url input for radar launch

• Adopt new env variable DEFAULT_FILE_URL for allowing user to optionally provide input for CSV/JSON file.
• In case it is provided, it would allow end-user to launch the radar page directly , by-passing ( input and generate button click).
• Intention: This is targeted for development via docker containers and let the endpoint show radar view.
