Use the --spawn_strategy=standalone, --genrule_strategy=standalone, and/or --test_strategy=standalone flags. E.g.,

bazel test --spawn_strategy=standalone, --genrule_strategy=standalone --test_strategy=standalone //my-test

TODO: how to tell whether sandboxing was used or not?
